Upon his retirement from Scotland Yard, Inspector Bill Dixon embarks on a Mediterranean cruise aboard one of the less expensive Italian liners departing from Southampton. He is looking forward to some well deserved rest and recreation despite the irksome news of yet another successful theft perpetrated by the elusive thief only known to the police as the "Cardinal".
